Abstract

Capacity building through training is a critical mechanism for improving employee competencies and enhancing organizational effectiveness, particularly in government organizations where skill gaps significantly influence service delivery. This study examines the impact of competency-based and non-competency-based training programs on the capacity development of government officials. Primary data were collected from 413 officials through a structured questionnaire using a five-point Likert scale. Factor analysis was employed to extract the competency and non-competency training factors, then reliability testing was performed through Cronbach’s alpha. Then regression was applied to evaluate the relationship between training approaches and capacity building. The findings reveal that competency-based training programs significantly enhance employee capacity development, while non-competency-based training does not have a substantial effect.
